Welcome to the forums, Ruben! I'm not sure that there is any way to sync if you are unable to use Wi-Fi at all. Dropbox is the method by which 1Password for Windows syncs with 1Password on iOS devices, so it isn't direct peer-to-peer Wi-Fi syncing on the WLAN, but does require a network connection to function. I don't believe there is a way to get a network connection on your iOS device via USB, and Apple does not allow any third-party apps to sync through iTunes via USB.

We're looking at making use of the iTunes File Sharing feature which — while not automatic and not technically syncing — would allow users to transfer data back and forth from iTunes on the desktop to the 1Password iOS app via a wired USB connection. I don't have a time frame for this, but it is on our radar for the future.

I'm sorry I don't have a better answer at the moment.
