Folders and Tags do not show up in "Go and Fill"

I am using OSX 10.6.4 and the latest versions of 1P, Firefox and Safari. I have created a number of folders and tags for my entries, but they do not show up under "Go and Fill" in either of the browsers or from 1P itself (everything appears under "All"). I am syncing between a Mac Pro and MBPro, iPhone and iPad. I do not see anywhere where this may be a configuration issue. Any suggestions? Thanks.

    Because item tag information is encrypted, your agile keychain must be unlocked before folders and tags can be added to the Go & Fill menu. If you first choose Unlock 1Password from the 1P menu, you should see a fully populated menu.
