If the User Guide is accessed through the desktop menu bar "1Password Help," a different page without a search option comes up.

Ah, yes. You are very correct. We wanted to include an offline User Guide which you can pull up without an Internet connection when needed. Unfortunately, the search facility is much more difficult to reproduce in an "offline" form. The search is only available on the server (with an Internet connection) right now, but perhaps this is something we can improve in the future.
