To move "regular" folders:

However, [url="http://help.agilebits.com/1Password3/how_to_create_smart_folders.html"]Smart Folders[/url] can only be modified by editing their search criteria (ctrl-click on the Smart Folder and select "Edit SMart Folder"). I found that the cursor point has to be directly on the folder icon or the title rather that anywhere in the highlighted area for it to work.

True. The drop target for the top level of the FOLDERS section is much larger than the drop target for an individual folder. I am glad you were able to get it sorted out, though.
