Go & fill in menu bar broken in 3.9

I'm a brand-new user and everything seems to be broken in version 3.9. Go & fill in the menu bar does not work (OS X 10.7) either. 1Password is unlocked (both the menu bar and the browser present go & fill as an option, with submenus) and it works fine from the browser. This must be a bug in 3.9.

I should note that the menu bar command seems to open a new Safari window, but only sometimes. I can't make heads or tails of it.
